Bangalore, New Delhi, Manila , Mumbai, Dublin : The 5 Obvious Choices
The study lists Bangalore , New Delhi National Capital Region (NCR), Manila NCR, Mumbai and Dublin as the Top 5 cities that have established themselves as prime outsourcing cities by servicing the global corporate world for over a decade.

The study reveals that the outsourcers consider process maturity, availability of relevant skills and costs in the individual city as the top reasons before deciding on the location for IT and BPO services outsourcing.

According to Avinash Vashistha, Chairman and CEO, Tholons, "With the demand-supply gap widening, newer tier II cities will play a critical role in re-engineered globalization models. Destinations will need to provide greater level of cost effectiveness and operational efficiency."

The focus for many of the larger and best-of-breed providers has been to scale, expand and distribute their outsourced processes across multiple cities within a country.

These are the ones that may not be top of mind for most companies; but nevertheless are well suited for specific IT and BPO functions. As there are some global outsourcing cities that stand as the clear winners, the study also ranks the top five obvious choices that need no introduction.

Additional Information for Editors

The Top 15 destinations
At the head of the Top 50 emerging list is the South Indian city of Chennai, an established location for automotive engineering services, product development, FAO and health-care BPO. Chennai is home to large service providers like Accenture, Cognizant, CSC, EDS, HCL, IBM, Infosys, Oracles, Sun Microsystems, Satyam, TCS and Wipro.

At No. 4 the Filipino BPO destination of Cebu City has key service providers like Accenture, Convergys, eTelecare, Skyes Asia and People Support. The excellent quality of life (cost of living around 75% lower than the USA) in Cebu City translates into better quality of workers and low employee turnover.

Ho Chi Minh City at No. 6 supports English, French and Chinese languages. A combination of factors like a 94% literate population, 120,000 graduates per year and cheap industrial land makes it a preferred outsourcing city. The Vietnamese software industry has been serving big wigs like IBM, Microsoft and Sony computer entertainment.

At No. 8, Shanghai boasts of a state-of-the-art infrastructure. A 94% literacy rate makes it an important global outsourcing destination for IT and BPO services. Shanghai supports English and Japanese language with HP and HSBC being the key service providers.

As the host city of the next Olympics, Beijing at No.10 supports Korean, in addition to English and Japanese and hosts several service providers like BearingPoint, CapGemini, Infosys, Oracle and Wipro. ADM, Product development and customer service are the key processes handled out of Beijing.

Cairo at No.11 supports 5 languages — Arabic, English, French, German and Spanish — because of its multilingual population. The Egyptian capital counts on Satyam, Allied Soft, C3, TelePerformance, Xceed Contact Center and Raya Contact Center as it targets outsourcing exports of $1.1 billion by 2010.

Strong mathematical skills and low wages have made Hanoi, at No.12, a base for finance and accounting services. With half of Vietnam's population lower than 30, Hanoi's talent pool is deep and increasing. Low job hopping of 5% and improving language skills makes it an ideal destination for companies like Intel, SilkPro, Vietnam Offshore Services.

Key service providers like AT&T, Huawei and ZTE make Shenzhen, at No. 13, the ideal location for ADM, Product Development and R&D. The Shenzhen Software Park alone boasts of 400 companies employing over 40,000 people. With excellent IT infrastructure, the city is attracting Americans and European companies.

Buenos Aires , at No. 14, supports key processes like ADM and Customer Services in Spanish, English, French, Portuguese and Italian languages. Key service providers include EDS, Motorola, Globant and TeleTech. The devaluation of the Peso in 2002 has given the city the chance to do the outsourcing tango.

Among the emerging cities at No. 15 is Sao Paulo , a home to service providers like Accenture, Cisco, Dell, EDS, Fidelity, IBM and Satyam. Proximity to the USA, favorable time zone and multibillion dollar investment in telecom by the government have made Sao Paulo an attractive nearshore location Sao Paulo supports key processes like ADM and Customer Service and the only country supporting Spanish, English and Portuguese.

Methodology: The methodology used in evaluating the viability of existing and potential outsourcing destinations consists of a host of measurable and pre-determined metrics and variables that impact a location's services landscape. In this city-selection criteria an exhaustive set of data points add up to a broad set of categories, which ultimately provide an aggregate city score.

The broad categories, each corresponding to a graded weight, are: Scale and quality of workforce, business catalyst, financial, infrastructure, risk environment and quality of life.

One unique point of the city-selection criteria is its inclination toward identifying skill-sets and workforce-related metrics. BPO providers and industry stakeholders find greater value in granular data, specific to their industry vertical customers and their respective horizontal processes. A provider, for example, after an acceptable top-of-the-envelope cost has been determined, may be inclined to look at city-specific data points that directly impact their provided services. Thus, a BPO company engaged in FAO would like to identify the number of accounting- and finance-related graduates in a particular city. This type of investigation is a progression from previous years where service providers may have simply looked at the number of graduates and wage rates as determining factors to locating operations.
